Alutila (Arbari) hill rises 7-8 km from Khagrachhari town on the Chattogram highway, and its 100-metre natural tunnel, Matai Hakor or the god's cave to locals, is walked with a torch through cold, ankle-to-knee-deep water. From the hilltop viewpoint the whole Khagrachhari valley opens out below. The roughly 100-ft Richhang (Terang Teikalai) waterfall lies a few km further along the same highway, 10-11 km from town, and is a steep 2 km walk down from the Richhang bus stop. Coordinates are the cave's (Wikipedia infobox, matching OpenStreetMap); no published coordinate was found for Richhang itself.
Best time to visit
October, November, December, January
October-November gives the best of both: the monsoon has eased so the cave floor and the highway are safer, yet Richhang still carries a full flow; December-January is dry and clear with morning mist at the Alutila viewpoint, though the waterfall thins to a trickle by late winter.
Weather caution
In the monsoon (June-September) the stream inside the cave runs high and the rock slide at Richhang turns dangerously slippery, with injuries every year; the Khagrachhari hills and the Chattogram highway are prone to landslides after heavy rain (the June 2017 landslides hit Khagrachhari along with the other Hill Tracts districts). In March-May the waterfall is nearly dry.

Getting there from Dhaka
Shanti Paribahan, Shyamoli, Saint Martin, Hanif and S Alam run day and overnight buses from Dhaka (Sayedabad, Fakirapul, Gabtoli, Kamalapur) to Khagrachhari, about 270 km and 7-8 hours; Alutila and Richhang sit on the Khagrachhari-Chattogram highway 7-11 km before town, so you can reach them by CNG auto or local bus from town, or ask the Dhaka bus to drop you at the Alutila or Richhang stop.
